If you had a positivly charged pipe and put a negativly charged "bullet" in the pipe (the bullet fitting just snug) Corked up one end of the pipe and changed the pipe to being negetivly charged would the "bullet" inside the pipe act like a "bullet" and fire out?

The bullet would see a fairly uniform charge in all directions,
except for a small spot of positive at the end of the tube.

This is probably not the most effective way to accelerate something
using electric charges. If the bullet were to pass through a set of
hoops, with the hoop behind pushing, and the hoop ahead pulling, and
the hoops changing polarity as the bullet passed through, that might
work better.
