No.

Not only is it not a science toy, but it is unlikely that you would
succeed in building it. Modern descramblers are computers that need
special digital codes that they get from a smart card inserted into
the device. Without that card, even if you are capable of building
a computer from a schematic, you will not be able to descramble
anything.
