I was planning to build the computer controlled transmitter, but before I bought the parts I looked at my computer and it dosen't have an extra 9-pin plug! Could you make it a USB device? maybe something else?

USB to Serial converters are cheap and widely available.

You would also have the choice to buy a usb-to-serial/paralel converter if you do not want to soldier your own usb-controller.
Also, there are a few projects for microcontrollers such as PIC and attiny / AVR, which you might want to look into.
It uses less then 10 parts I believe and therefore its rathe inexpensive (but prices for microcontrollers range from 50 cents to 8 dollars, even if its the same type, depending on the source!)
